Use when a task needs something that must keep running or stay reachable after this session ends, and the project has nothing that does it yet: a public URL that receives webhooks or callbacks, memory or files shared between sessions or machines, a wake-up or schedule for later, watching a site or a job and alerting someone, a backend for a form on a static site, a queue other agents pick up from, or asking the human by email while they are away. Also when the user wants an email list checked for bounces or a domain's email DNS checked. Compares a hosted AgentMart part with building it and with free options, then lets the user choose. Not for the user's own product code, and not when they asked you to build it yourself.
